New York Yeshiva Students Now Eligible for State Tuition Assistance

Starting on January 1, many students in yeshivos gedolos throughout New York  State will be eligible to have a significant portion of their tuition paid for by the state.  This is the result of a change in New York  State law that was enacted earlier this year to enable such students to participate in the New York State Tuition Assistance (TAP) Program.  The scholarship can be as much as $5,000 per year, depending on financial need, and the checks will be sent directly to each student’s yeshiva.  This legislation was the result of a multi-year intensive lobbying effort by Agudath Israel of America and community askonim that involved hundreds of hours by a team of dedicated advocates, dozens of meetings with state officials, extensive legal research and legal memos, and a great deal of siyata d’Shamaya

In a short while yeshivos throughout the state will be receiving an application package from New York  State ’s Higher Education Services Corporation (HESC), the agency that will be administering the program. 

Yeshivos that are eligible to participate must be:

·       exempt from federal taxation under section 501(c)(3) of the Internal Revenue Code;

·       physically located within New York State  (the “headquarters and the main campus” must be in New York );

·       eligible to receive federal Pell grants;

·       accredited by A.A.R.T.S. or another accrediting agency recognized by the federal government;

·       providing a program of instruction for at least 3 years.

 

To participate in the program, a student must: 

·       be a citizen of the United States , or an alien lawfully admitted for permanent residence in the U.S.  (i.e. hold a “green card”), or a refugee admitted into the U.S. by the U.S. Attorney General

·       meet the income eligibility requirements of the program:

–For dependent undergraduate students or independent students who are married and have tax dependents, or independent students who are unmarried and have tax dependents—under $80,000 NYS taxable income;

–For independent undergraduate students who are married and have no other tax dependents—under $40,000 NYS taxable income;

–For single independent undergraduate students with no tax dependents—under $10,000 NYS taxable income.

 

·       be a full time undergraduate student enrolled in a program that lasts at least 3 years;

·       be a resident of New York State ;

·       be in good academic standing (this means that the student must have accrued a specified number of credits per school term and have maintained a specified grade point average);

·       not be in default in repayment of any student loan;

·       be enrolled in and attending an eligible yeshiva.
