ABC Reports: After a bipartisan bill to extend the payroll tax cut for two months passed the Senate on Saturday and was expected to fail in the House today, lawmakers in Washington could hang their hats for the holidays tonight without extending the 2 percent tax cut.

If Congress does not act before Jan. 1, the average American would get a New Years gift in the form of a $1,000 tax hike.

Both parties have already agreed that the tax break should be extended, but a political fight revolves around how to pay for the $112 billion tax cut, which went unfunded last year and which both parties have vowed will not add to the deficit this time around.

If the temporary holiday is allowed to expire, as it is set to do on Jan. 1, 160 million workers would see their payroll taxes, which fund Social Security, jump back to 6.2 percent, meaning Uncle Sam would take an extra $1,000 from a worker who earns $50,000 in 2012.

“If it doesn’t happen, every paycheck in the country will go down on Jan. 1,” said Chuck Marr, the director of federal tax policy at the Center for Budget and Policy Priorities. “It’s real money. Every person you see every day has a thousand dollars less money. That’s a lot of bucks.”

Because payroll taxes are only collected on the first $106,800 of income, cutting the rate has the greatest impact on low and middle income earners, groups that tend to spend the largest proportion of their income.

A total of 99,123 taxpayers are still owed refunds this year but haven’t received them due to mailing address errors, the IRS said. That amounts to a total of $153.3 million in unclaimed refunds.

While this is a small percentage of total refunds — less than 0.01% – the taxpayers impacted are missing out on some serious cash, with the average refund check valued at $1,547.

To avoid missing a refund in the mail, the IRS recommends that taxpayers opt for direct deposit of their returns when they file their taxes.

If you did opt to have a refund check mailed to you this year, you can check the status of your refund and resolve delivery issues by using the “Where’s My Refund?” tool on the IRS website.

If you don’t check the site, you may have no idea that the IRS has been trying to send you your money. The agency does not contact taxpayers by e-mail or phone when it is unable to deliver a refund check

But funny is, in 2006 he donated $30 billion to the Bill Gates Foundation. At the time, the $30 billion was 85% of Buffet’s net worth. By this action, he was certainly eligible for a massive tax deduction, depriving government from billions of dollars. Plus, since the money is in a Foundation, Government will not collect any of it after Buffett passes on; which would be approximately $17 billion if the Death Tax Rate sits north of 55 percent at the time he dies.

Dems claim that The Rich ‘don’t need it.’

Well, it is not about if Rich people need the money or not. The issue here is when a Retail Store wants more business, the owner cuts prices, gives deals, credits and everything else to bring in more customers. They don’t make tighter the money flow for its customers.

Same is with the American Economy: when it is down in the dumps, you want to do whatever you can to give more incentives for more investments and business. One way to do so, is making sure that the Rich – those who direct and indirectly drive the economy – have an extra few million dollars to throw around in the market or wherever else, thus bringing gains for average Americans too.

Get this from the Wash Post:

“With the economy rapidly weakening, some senior Democrats are having second thoughts about raising taxes on the nation’s wealthiest families and are pressing party leaders to consider extending the full array of Bush administration tax cuts, at least through next year.”

My questions are:

If tax cuts ”cost” money, why would Democratics support it now?

If they think it is not smart to raise tax in a weak economy, why don’t they ‘get’ that lower tax helps the economy? And,

If lower tax helps the economy, how can Democratics say it ‘cost’ money?

Yiddish Version of Article After the English Version

Some are jubilant that Yeshiva boys will now be eligible to get money through the Tuition Assistance Program (TAP), thanks to the “great” work of the NY State Assembly that approved it this week.

While helping the parents of students in need, is a great thing (I in fact was a beneficiary of the Federal Pell Grant program), my reaction here is: Thanks, but no thanks! While this will not cost too much money for the State, we gave the State yet another reason and more power to tax us ALL poor people!

Some like to think that only “businessmen” and “rich” people pay tax, failing to take note that all of us in NY pay heavy tax on every step in life: From higher rent prices; to more money at the clothing store and at the gas pump, to our stupid phone bills that costs 22% more just for tax. When buying a junk secondhand car, we also pay more only due to tax. Everywhere we pay more tax, tax, tax. In form of direct tax, or in form of paying more for products and services, which are more expensive in NY than it is in less-taxed states.

People say that “things are anyway crazy, so why not get a piece of the pie?” Others say, “We cannot change the world anyway.” Well, I didn’t say we should change the world. But we should at least slow the train wreck, which we can do with our voting powers on a local and state level here in NY, by pushing lawmakers to give – and who would give – us tax cuts and tax credits, which would help MANY start up businesses, and self employed people who try building their own business. But instead, we ask and push Lawmakers to – and Lawmakers that would – give us more programs (inlcuding TAP), which use (will use) it to win elections, and raise taxas to cover programs that are really expensive. Because we opt to the latter, we deserve these tax increases and the crazy expensive NY life!

All this is besides the point that this program – as all other Social programs – will likely be setup in a way that only those who are (or claim to be) deep down in the economic dumps will benefit of it, while those who try building an economic future, and those who earn an extra buck which is not yet enough to be called “middle class,” will not get this program, nor a good tax credit. Instead, these people will be forced to pay more in tuition (look at Section Eight/Rent prices for proof).

The Socialist system which makes it economically more beneficial for –say – a young family to earn $20,000 annually rather than $40,000 due to the 30K dollars worth of programs that the $20,000 earner gets, became now more sick . Why? Because we pushed for it! We asked for it! Years ago in NY, the Holocaust-Surviving and Baby Boom generations, had a chance at earning a living in form of an own business or by being employed by another flourishing business. But not any more;

Economic hope for today’s twenty and thirty year olds is totally dashed. Is it a wonder why we have SO many people and families that are in constant and urgent need of financial help? Is it a wonder that the amount of “Tzveken” in our community keep on growing every year on a level that one can go crazy from seeing so many people in pain? No, it is not a wonder. The voters of NY State (and elsewhere), including the Jewish vote, have pushed the tax and program agenda, thus killing business and jobs while increasing the cost of living, consequently undercutting our young generation.

The sad state of affairs is that the “last hope” for the poor here in NY – i.e. the State government – is going bankrupt! Not in rhetorical senses, but literally. The state is already cutting back on programs that we pushed for the last twenty, thirty years, and grew to become so dependent on them. The state is cutting ends and corners on Unemployment benefits, Medicaid, Education and what not. But hey, who cares? We have TAP. Right? How long until this program too gets cut, sliced and diced?

The chickens that we let out of the hen years ago in form of voting for the “programs” politicians – rather than for those who understand the balance between giving reasonable amounts of programs, while keeping bearable tax levels – are already roosting in our homes, BIG time!

…Thanks so much for reforming the health care system that will cover 94% of the population up from the 88%-90% legal population that are anyway covered.

… Thanks for coming up with a plan that will be “self-sustaining” and “deficit neutral” just as social security was supposed to be.

Now let me ask you a few questions, Mr. and Mrs. Democrat:

… The government will increase taxes as early as next year, to cover this HCR bill. Will the government “borrow” all that money to cover other expanses just as it did from Social Security? Or will the money really be available when the benefit portion of the HCR plan kicks in three-four years from today?

… I am sure you are aware of the Thompson Retuers analysis that because doctors fear being sued, they over-subscribe medications and run extra tests, at a wasted annual cost of up to $300 billion, or as CNN reported back in August, the over-testing costs annually above $200 billion. Don’t you think it’s time to curtail frivolous lawsuits and the hefty portions that attorneys bite out from their poor clients, rather than taxing the “runaway” profit margins of health insurance companies who earn on their money less than what you earn on your Vanguard investments?

… Waste and fraud, including the waste and fraud that drips through the government-run Medicare, costs annually up to $200 billion. Don’t you think cutting back fraud is a good way to “raise” money for our health care system?

… Don’t you think you should first show that the already-existing public options such as Medicare, Medicaid, and the Veterans Affairs hospitals can be more efficient and at a better cost before you will dump millions of young-to-middle age Americans into the same hell-hole as seniors and veterans are placed?

… A lot Doctors don’t want to accept new Medicare patients because the government pays doctors less than what you think regular Union workers deserve. Based on this, how many Doctors, do you think, will want to serve the millions on the Public Options that will reimburse doctors on Medicare-levels or even worse?

… Can you please let me keep some of my income money, in addition giving a tax deduction to people for every dime they might spend on Medical/Dental/vision costs?

… I don’t have Health Insurance. Do you think that if I can afford an “extra” $900 per family member for health insurance, I will rather give you the money in form of a fine for not buying health insurance in the first place?

… One more thing, Mr. Democrat. To cover the cost of living increases, you give yourself every year an increase of a few percent to your three-digit salary. When will you start giving us all a yearly tax cut to reflect our cost of living increases?

I will not delve into endless statistics or explanations why I believe it is working. I will just point to one thing, and you decide if you agree.

The only thing, besides the stock market, that saw strong improvements in the past half year, is the housing industry. No, not the full real estate market got better, but only the housing industry has now better days. Their improvements (through constant positive statistics) are actually fueling partially the market rally, and are expected to play a major role in a better economic growth (GDP) report due out tomorrow.

Credited by every objective economist for this housing improvement, are two things. 1) Cheap home prices. 2) The $8,000 tax credit for first time homebuyers that was placed into the Stimulus Bill after requested so by Republicans. This gives for Conservatives and Republicans two major points, economically and politically.

Economically: we see once again that tax cuts work, and work very well. In fact, from the whole stupid stimulus package, it appears that the homebuyer’s tax cuts are the only thing that had swift and strong positive results, thus helping to heal the economy in general.

Politically: I think the Republicans need to get/take credit for this considering that it was their idea, and they need to point out that they wanted an even more robust and wide-ranging homebuyers tax credit plan than what the Dems actually agreed to place into the stimulus.
